Futsal Class
Tuesday October 28, 2008An entry level Futsal Class is being held in Browsburg on Saturday November 22, 2008.
The class will be open to all existing USSF grade 8 outdoor referees who are interested in becomming Futsal referees.

Please make sure that you know what the tie breaker is for the game that you are on tomorrow. For most games in the morning, the tie breaker is just PK's. Most games in the afternoon go to a full 10 minute overtime and them to PK's. If you're unsure call me.
Make sure that you let the coaches know what it is before the game starts.

Friday August 29, 2008Below are great instructions for switching your info to gotsport.com if you haven't done so already.
You may or may not have heard that IYS and the State’s Youth Leagues are attempting to introduce a new statewide game scheduling and referee assigning application. The GotSoccer “GotSport” application is web-based, like Ref4Indy, to help make it available to everyone involved with youth soccer. The intent of IYS and the Leagues is to provide a one-source solution for the Leagues, Clubs and teams. It provides functionality to assist the clubs manage player registrations, field / game scheduling and referee scheduling too.
You will only be receive LEAGUE games (MRL, ISL, CIYSL and/or GIRLS) via GotSport
Now that we have been working with it for a couple of weeks, I would like to offer some instructions to our Ref4Indy referees so you can make yourself available to the upcoming fall season games.
The website you will need to know is https://www.gotsport.com/asp/officials/login.asp. You may have already received an email from support@gotsport.com with a previously assigned user id and password. If not, no worries... You can contact Steve Brink at sdbrink_1999@yahoo.com or 339-8271 and he can help you retrieve the previously assigned user id / password or you can build your own from scratch by hitting the “Register Here” link on the main page.
Login to https://www.gotsport.com/asp/officials/login.asp. The tabs you need are located in the blue bar at the top of this page.
Click on the “Home” tab and then the “Contact Information”
You will be shown a page titled “Referee Information”. Please adjust this as necessary to insure it reflects the most current info possible. (a photo isn’t necessary)
If you are a minor (under 18 yrs old), please include a parental email address so they are included in all referee communications.
Click on “Account Access” if you want to adjust the password to something easier to remember.
In the “GotSport” application, you need to block dates/times you DO NOT want to be considered for game assignments. Click on “Calendar” to manage your availability. You will be shown a page titled “Referee/Official – Main Menu”. If you DO NOT want to be considered for ANY game assignments, change the referee status to “Unavailable”.
You can also manage your availability to exclude a whole day and/or just part of a day. In the calendar click on the X icon to block the whole day or click on the pencil icon to block out specific hours of the day.
After you have completed your calendar click on “My Schedule” and “Availability”, so you can set your age group preferences. Find the “Age Group Preferences” box and click on the age groups that you feel comfortable centering.
Be sure to continuously manage your calendar for the entire season (August through October).
The next thing you need to do is make yourself available to the Youth Events. Click on the “Upcoming Events” and then “Search Events” tab. Select “IN” within the State box and then click on “GO” button.
Select the events that interest you like (i.e. Carmel Misc Games (all in-house Friendlies), GIRLS, CIYSL, ISL, etc.) and press the “Register as Referee” button.
You will then need to restrict yourself to the local area assignors. Click on the “Referee Assignors”. You are automatically made available to all the assignors working in the league events selected. You need to remove those that are outside of your desired travel range. You can review the fields that the assignors are responsible for by selecting the fields displayed to the right of the assignor name. This process does take some time.
You’re now ready for game assignments…

Cannot find my assignor
In Gotsoccer
1. Login to www.gotsport.com
2. Go to referee
3. Insert username and password
4. Once in the system go to upcoming events
5. Go to search events
6. Leave everyone alone except for the state.
7. Change State to IN and click go
8. Look for the GIRLS, CIYSL and ISL leagues.
9. Click on register as a referee for all three leagues
10. Go to the referee assignor tab and you will see your assignor (Doug Cupp)

Monday August 11, 2008Below is the information for entering in your USSF information into Gotsport. We will NOT be using Sportslogistics.net for assigning travel games. Please do this as soon as possible. Games start this Saturday.
www.sportslogistics.net will be used for GLRSA game assigning
www.TheArbiter.net will be used for Hgh Schoool assigning only.
www.Gotsport.com will be used for all USSF games
Instructions for Signing up on
Got Soccer
(New referee and referee not already in the system)You may have received an e-mail that says to switch to www.gotsport.com.
Go to www.gotsport.com
Click on referee
Below the user name and password (in blue), it says, "Register here".
Click on "Register Here"
Fill out all of the information and click on submit
Login in to the site using you new user name and password
In the main page go to "Upcoming events"
Next go to "search event"
The only thing you change is the state and you use the drop down arrow to pick IN.
Click on "GO"
You will be in the events in Indiana. You will need to register yourself as a referee for all three leagues: ISL, GIRLS and CIYSL.
Click on each one of the leagues where it says, "Register as a referee. You must click on each on of the leagues.
Once your done, go to the Referee Assignor tab and click on the tab
Click on the primary assignor (Doug Cupp) you receive most of your game assignments.
Cancel any assignor you do not want assignments.
Once this is done, go to the Home tab.
This will give you a calendar view. Click on the Manage availability button
To add any dates you cannot work click on the add blackout.
Choose the date (8/16/2008), the start time (8 AM) and the end time (10 AM) and click on save.
You are ready to be assigned by one of the league assignors

Adult league
Friday May 30, 2008The adult league, all men's teams, will start this Sunday 6/1/08. The initial games are to be played at Cat Park on McCarty Lane this Sunday at 2:00 and 4:00. I have not received the schedules for the following weeks.
If you would like to be considered for these games, please send me an e-mail (remember, I'm on vacation until next Thursday) . These are all USSF sanctioned. Check player cards before starting games. FIFA rules will apply, unlimited substitutions will be allowed. Make sure your availability is updated.

Laughable, but not a laughing matter
Thursday May 01, 2008A couple items received from the state. Look them over .....
Issue 1 Free Kicks
Coaches comments: I was at a game in xxxxx last weekend and the center ref called a direct kick for the opposing team at the top of our 18 and the girl taking the kick, kicked it to a teammate, the ball bounced off of her to one of our team members and we were about to clear when the ref whistled the ball dead for a re-kick. I had no clue what the call was so I asked for clarification after the game and he said it was a direct kick so I said, "and... so why did you call it back to a re-kick". He said again that it was a direct kick, that the ball had to go over the heads of the girls in the wall.
Issue 2 2 Man System
2 Man system should not be used under any circumstances. If one of the crew fails to show up for whatever reason, referees must NOT use the 2 man system and request the assistance of a parent, who will only call ball in and out of bounds.
Issue 3 Referees demanding extra money before they can start the game
This is unacceptable. The referee assignor assigned three referees for the game; however, one of the ARs had car trouble and did not show up. Before the referee starts the game, he demanded the ARs pay since he was going to do both jobs. The team manager did not at first agree, but did not want to argue with the referee, so he paid the referee.
The leagues will advise the coaches and clubs of the 2 man system issue and not pay the referees any extra because one of the crew members did not show.

ISL game requirements
Wednesday April 23, 2008Received this e-mail about ISL games. We don't have that many around here, but if you ref one you will know the expectations.
Per ISL requirements, every center referee is to file an online report for every ISL match. Games with Red cards or ejections issued must be reported within 24
hours. In order for the league to properly manage the games and improve the environment, we must have these reports. Currently, ISL has received a report for approximately 80% of the games.
At each ISL game, both teams are to present game cards (rosters). These rosters contain all the information necessary for the referee to properly report the
game.
Reports are filed on-line at www.indianasoccerleague.org at the REF GAME REPORT
link. League and game number required (i.e. ISL240) No password is required.

Substitution rules
Friday April 11, 2008I have sent a seperate e-mail detailing the sustitution rules for this spring. At the request of the Indiana Youth Soccer League Assignor Administrator, please take a few minutes before each game to explain the subsituation rules for spring 2008 to the coaches (same for all leagues). We have had a number of issues on this rule.

Modified Regional League Playing Rules
Although all FIFA Laws of the games will be applied during the games, below are specific laws that have been modified for use in youth league games. To differentiate between the FIFA laws of the games and the below modification, the changes will be referred to as Rules. These Rules apply to ALL youth games played at US Youth Sanctioned games in Indiana.
Rule 1 - The Field
A. U9 and U10 Minimum is 50 yards long by 40 yards wide. Maximum is 55 yards long by 45 yards wide.
B. U11 and U12 Minimum is 75 yards long by 55 yards wide. Maximum is 80 yards long by 60 yards wide.
C. U13 through U19 Minimum is 110 yards long by 65 yards wide. Maximum is 120 yards long by 80 yards wide.
The Center Circle
D. U9 and U10 5 Yard Radius
E. U11 and U12 8 Yard Radius
F. U13 through U19 10 Yard Radius
The Goal Area
G. U9 through U12 4 Yards long and 14 Yards wide
H. U13 through U19 6 Yards long and 20 Yards wide

I. U9 and U10 6 Feet by 12 feet and up to 6 feet by 18 feet

Rule 2 The Ball

Rule 3 The Number of Players
A. U9 and U10 Maximum number of players one team may have is 6 (6 vs. 6). Minimum number of players one team may have to start the game is 4
B. U11 and U12 Maximum number of players one team may have is 8 (8 vs. 8). Minimum number of players one team may have to start the game is 6
C. U13 through U19 Maximum number of players one team may have is 11 (11 vs. 11). Minimum number of players one team may have to start the game is 7
D. One player form each team must be designated as a keeper.
Roster Size
E. U9 and U10 Maximum of 12 players and minimum of 6
F. U11 and U12 Maximum of 14 players and minimum of 8
G. U13 through U19 Maximum of 18 players and minimum of 11
Substitution
U9 & U10 U11 & U12 U13 & U15 U15 & U16 U17 and above
Unlimited
H. Substitutions shall be with the consent of the referee at the following times:
Prior to a throw-in in your teams favor
Prior to a goal kick by either team
After any goal
At half-time
At half-time of any overtime period, if applicable
If a team has a substitute player ready on their own possession as described above and the opponent also has a player ready for substitution, both teams may sub.
For the referee to consider a player(s) ready to substitution, the player(s) MUST be at the Half Way line ready to enter the field PRIOR to the ball leaving the field.
Rule 4 Players Equipments
The Home team must wear a white/light color jersey and the visiting team must wear a dark color jersey. If the referee determines the uniforms are too similar and may cause confusion, the offending team must change their jersey to comply with the color requirements.
Rule 5 The Referee
All referees participating in Indiana Youth Soccer league games must adhere to and accountable to the united State Soccer Federation Code of Ethics described below:
CODE OF ETHICS FOR REFEREES
1. I shall always maintain the utmost respect for the game of soccer.
2. I will conduct myself honorably at all times and maintain the dignity of my position.
3. I shall always honor an assignment I accepted as an important obligation.
4. I will endeavor to attend local meetings and clinics so as best to know the Laws of the Game (league rules) and their proper interpretation.
5. I will always strive to achieve maximum team work with my fellow referees and Assistant Referees.
6. I shall be loyal to my fellow referees and Assistant Referees, and never knowingly promote criticism of them.
7. I shall be in good physical condition so as to be in the right place at the right time.
8. I will manage the players effectively by being courteous and considerate without sacrificing firmness.
9. I shall do my utmost to assist my fellow officials to better themselves and their work.
10. I shall not make statements about any game except to clarify an interpretation of the Laws of the Game (League Rules).
11. I consider it a privilege to be a part of the United States Soccer Federation and I will strive to make my actions reflect credit upon that organization and its affiliates.
The Ethics Check Questions
1. Is it legal? Will I be violating civil law, league policy or Indiana Youth Soccer policy?
2. Is it balanced? Is it fair to all concerned in the short term as well as in the long term? Does it promote win-win relationships?
3. How will it make me feel about myself? Will it make me proud? Would I feel good if my decision was published in the newspaper? Would I feel good if my family knew about it?
4. Will it be contributing to a better environment?
It is recommended that three (3) referees officiate the game. One official must be the center referee and the other two are Assistant Referees. Referees acting on behalf of the league MUST be USSF Certified. If three (3) referees are not available, a USSF Certified referee MUST be in the center. The USSF certified referee MUST use Club Linespersons. No game shall be played without a USSF certified center referee. At no time will a two man system (two referees only) be permitted to referee a game.
EXCEPTION U9 and U10 games may be officiated with only one USSF certified referee. Assistant Referees or Club Linesmen are not required.
A. There may be up to three (3) IYS carded adults (Coaches, managers, trainers, etc.) on the bench. All adults MUST present their IYS card to the referee prior to the game. No adults; carded or not, will be permitted on the players side if there are already three (3) IYS carded adults. If the game starts with only two (2) IYS carded adults on the players side and a third IYS carded adult arrives later, the late arrival adult must show their IYS card to the Assistant Referee at the next stoppage.
B. If there are no IYS carded adults at the players side, the game will not start. The referee must allow for 15 minute delay before abandoning the game. If no IYS carded adults at the players side due to a sent-off, the referee must terminate the game immediately.
C. A roster must be provided to the referee 15 minutes prior to the start of the match. In addition to the normal information on the roster, the roster must include the players full names; players pass number and their jersey numbers.
D. If the referee observed lightning during the game, the game must be suspended until the danger has passed. The referee must wait for 30 minutes after lightning was last observed prior to recommencing with the game.
E. Coaches must remain in their technical area. If a technical area is not lined, the coaches must stay two (2) yards away from the touch line, and one (1) yard extended at each side of the seating area. If there are no designated seating areas, the coaches must have the players equipments, chairs, medical supplies, tent, etc., at lease two (2) yards away from the touch line, and ten (10) yards from the half way line. The referee will be the sole judge of the distance between listed above.

G. Referees will only be paid for their position. If the Assistant Referees are not present and the Center Referee uses Club Linesperson, the referee will only be paid his/her fee. No additional fee will be paid to the Referee or the Assistant Referee just because a member of the referee team did not show up.

H. The referee will log on to the link below to complete and submit the Referee Game Report.

You MUST have/know the game number to complete the game report. Once you input the game number click FIND THIS GAME.
The game numbers identify the league as well. For example: Game 244 for GIRLS should be entered in the game report as game number GIRLS244. Game 244 for CIYSL must be entered CIYSL244. Game 244 for ISL must be entered ISL244.
J. A USSF game report MUST be completed for any red card issued by the referee.
K. In case of referee abuse or assault, the referee must report the incident within 48 hours. To complete an Incident Report the referee must log in to www.indianayouthsoccer.org, go to the referee section and complete the report. Rule 6 The Assistant Referee
In U9 and U10 games, the assistant Referee will not call off-side.
Rule 7 - The Duration of the Match

Rule 11 Off-Side
No Off-Side in U9 and U10 games.
Rule 12 Fouls and Misconducts
U9/10 Restricted Goalkeeper Distribution Rule - Punting, Drop Kicking, Throwing, and Rolling are allowed, however the ball may not land past the halfway line (midfield) without touching the ground or another player first. In the case of an infraction, an indirect free kick (IFK) will be awarded to the opponent. The indirect free kick will be taken at the midfield line at the point of the infraction.

No modifications are applicable.

Zionsville's Socctoberfest Tourney

Below is an e-mail I received from the Zionsville assignor. He is looking for refs to work the 10/13-14 tourney. Please help him if you can. It's been a challenging season for all assignors.

Thanks in advance for any help in lining up referees wanting to work our Socctoberfest Tournament. The tourney dates are October 13th and 14th and the first games start around 8:30 to 9:00 am and the last games start around 5:00 to 5:30 pm. All of the games are at our complex located about a mile east of I-65 just north of SR 334. The pay rates for the games are the same as for CIYSL or GIRLS games. If referees want to come down as a crew or as individuals is fine with me.

Opportunity for some club games in Illinois
Wednesday September 26, 2007I know this is a stretch for most people, but read all of this and think about it.
A Women's Soccer Club team at a western Illinois university, (a little over 4 hours from Lafayette), is in need of three qualified referees to work games THIS SATURDAY and SUNDAY (9/29 & 9/30). I must verify this before anyone should accept, but I am told they will pay for the following.
Gas money to cover some of the trip cost. ($100?)
Room and board for Saturday and Sunday. I don't know what this includes.
Games fees of about $70 per person per game.
Three games Saturday and three Sunday, all back to back.
This is a good deal for anyone. But a very long weekend. I will need to verify the facts. No college license is required. I must have three refs to go or we can't make the deal. Give me a call with any questions.

There is no exception to this rule.
Also, please remind the referees, that GIRLS league does NOT want the cards pulled in the event of a Red Card or ejection. Please document the ejection on game report and submit within 24 hours.

U9/10 Restricted Punt Rule
Friday September 23, 2005Please review the following change;
Indiana Youth Soccer has revised the U9/U10 punt rule beginning with this fall 2005 season. Please update your league rules to reflect the following revision:
Punting and/or Drop Kicks are allowed, however the ball may not land past midfield without touching the ground or another player first.
Throwing, Rolling, and/or putting the ball down on the ground and kicking it beyond midfield line in air is allowed.
In the case of an infraction, an indirect free kick will be awarded. The indirect free kick will be placed at the midfield line at the point of the infraction.

Stop eating banana chips, sipping pink lemonade and watching Dr. Phil reruns (idling away your summer) and put your brain to work.
You supply the good idea, we do the work. We pay the t-shirt guy, the web site guy, the postman, and all the back office worker "bees". You rake in your reward - $2 per t-shirt. We'll give you a production t-shirt with your design for your appropriate public "modeling".

Referee Recertification
Tuesday November 09, 2004As you know, weve had a good season under challenging and changing circumstances. On some dates there were games uncovered, therefore rescheduled and re-assigned. The IHSAA high school schedule included new schools. The USSF competitive youth included significantly fewer games. Everyone should become certified as soccer referees by both USSF and (if youre old enough -18 and out of HS) IHSAA.
BE SURE TO ATTEND A USSF RE-CERTIFICATION CLINIC. There is no equivalent IHSAA soccer referee re-certification clinic. The only LOCAL re-certification clinic will start at 1:00 PM, Sunday, November 14, 2004 in the LGI Room (front entrance) at Jefferson High School on 1801 South 18th Street in Lafayette. Please attend this clinic even if you are not yet USSF licensed. Should you chose, the local USSF licensing clinic is February 11, 12 & 13, 2005 and this re-certification clinic will help prepare you for the February training. The training presented in the USSF re-certification clinic will be particularly useful for the coming season, which includes high school aged players, and also the next fall IHSAA high school soccer season. For a list of USSF re-certification clinics and USSF grade 8 certification clinics see the web site indianasrc.org.
As a USSF Referee, for the USSF re-certification clinic youll need a:
$30 check to ISRC;
Count of the games completed;
Black ball point pen and hard writing surface; and
Registration form.
(Soccer referees certified only by IHSAA should just attend, listen and learn.)

If you go to your local re-certification clinic it will be supplied as a partially pre-printed form;
Through the mail for some again perhaps as a partially pre-printed form; and

IHSAA Status as of August 13
Friday August 13, 2004Dear AD:
Attached is your Soccer Referees as scheduled to date. We are still working to fill the unassigned officiating slots.
As you know time is short and we will be in communication with you as frequently as daily until the assignments are complete.
As of today, the August 2004 IHSAA soccer referee tests are not graded and therefore the most recent referees are still not available. We expect the shortage of referees to continue.
We are in correspondence with four referees, who for various unusual reasons are just now submitting their availability.
We need to start the assigning soccer referees for your Fall 2005 season and, if you have it your schedule for 2006. On the other side we have started accepting the referees availability for 2005 and will soon be doing so for 2006. Some IHSAA Soccer games have been assigned for 2005 and a few for 2006. Please let us have your schedule of games as currently arranged for both 2005 and 2006.

Thank you for this opportunity and allow me to present Sports Logistics. As many of you know, for several years I have been employed with Ecologistics Limited LLC. The business of Ecologistics is infrastructure management and engineering including the areas of cultural, historical, natural resources and recreational projects. To capture my experience and manage my time, Ecologistics has started this separate and new operating unit - Sports Logistics.
Sports Logistics is proud to announce the new employment of two experienced and well-known consultants; Doug Cupp and Ben Wolfe. Doug will be the lead scheduler and contact of officials for adult, high school, and youth soccer using a new internet web site, email, telephone, cellular phone, and other electronic formats, and correspondence and postings. Doug will continue in his present capacities with the Greater Lafayette Recreational Soccer Alliance, Purdue Women’s Soccer Club, and Jefferson High School. Ben will be the lead programmer for the web site and web master.
Sports Logistics provides Field Marshals, Mentors, Assessors, Instructors, or other officials. Some related activities of Sports Logistics are concessionaire; sports announcing; facility preparations and maintenance; team coach, official, and manager training; and club services.
